Here's a theory I got. I think the white hawk is a rare colored Senri Hawk that Tsuzuru's is raising and his mother is unware of it which she's most likely never payed attention with her lack of education.
Another note, she is a dumb parent by not sending him to school cause if he doesn't know how to read and write then how can he learn her business if he don't know the basics as that. 🤦‍♂️
